Co-sponsored by Beijing Healthina Biomedical Technology Co., Ltd. and Healthina Stem Cell Industry Platform (Tianjin) Co., Ltd., the Institute was established on July 20, 2020 after being approved. Classified as a non-enterprise private institution and supervised by the Tianjin Economic and Technological Development Zone Science and Technology Innovation Bureau, its scope of businesses includes the collection, preparation and storage of biological samples such as human cells, technical research, consultation, exchange, transfer and promotion services, non-clinical trial research on cell therapy technologies, and quality research and technical services of pharmaceutical cell resources.

"China Cell Lean Manufacturing Industry-University-Research Innovation Platform" is a secondary organization approved by the China Industry-University-Research Collaboration Promotion Association, and operates under the guidance of the Platform Management Office of the Association. Taking addressing key scientific and engineering challenges in "Cell Intelligent Manufacturing and Intelligent Cell Manufacturing" as the core mission, the platform is dedicated to conducting collaborative technology innovation, making joint efforts to break through the limitations of core technologies in Western countries like the United States, and promoting the formulation of China's "Roadmap for Cell Intelligent Manufacturing by 2035". The goal is to drive the rapid industry formation of advanced achievements in cell intelligent manufacturing in China, nurture internationally influential industry-leading enterprises, facilitate the growth of a batch of small and medium-sized technology-based enterprises in related fields and participate in global competition in the cell industry.

In February 2019, the CPC Central Committee and the State Council issued the Outline of the Development Plan for the Greater Bay Area, explicitly supporting the construction of an open regional collaborative innovative community, and establishment of the "Belt and Road" Life Science and Technology Promotion Alliance (referred to as the Alliance), which is dedicated to integrating scientific research, industry and people's livelihood and becoming a non-governmental international organization with significantly international influence .In December 2020, supported by the Alliance, the "Belt and Road" Regional Standardization Committee was formally established, primarily providing a standard cooperation platform, organizing standard R&D, release and authentication, and promoting the high-quality standard development for the "Belt and Road" countries and regions.In December 2022, the "Cell Science and Engineering Technology Committee" as a sub-technical committee was officially established, and mainly dedicated to the standardization efforts in 13 fields, including regenerative medicine and tissue engineering technology, cell technology and product industrialization.

Collaborating closely with several universities, research institutions, and national key laboratories, including the Chinese Academy of Sciences, Peking University, Nanjing University, Wuhan University, Tianjin University, East China University of Science and Technology, and East China Normal University, this laboratory has achieved leading achievements in areas such as stem cell 3D biomimetic microcarriers, pharmaceutical-grade cell culture media, multiscale bioreactors, cell intelligent manufacturing control systems, and cell product supply chains, etc.
